India Proposes Decentralized AI Training Framework via DEPA
India shifts AI training paradigm by moving models to data instead of centralizing information.
1Decentralized Training Paradigm Shift
India’s Ministry of Electronics and Information Technology introduced the Data Empowerment and Protection Architecture to regulate AI training. Professor Ajay Kumar Sood highlights a fundamental shift where the model travels to the data. This approach avoids centralizing sensitive information, ensuring that data owners maintain control while facilitating advanced machine learning model development.
2Operationalizing Secure Data Exchanges
The framework utilizes Training Data Providers like hospitals and banks to supply anonymized, encrypted information to a Data Exchange Platform. Training Data Consumers then access these secure environments to train models. Hardware-based isolation ensures that data remains encrypted even during active processing, preventing unauthorized access or leakage of sensitive individual information.
3Enforcing Privacy and Transparency
MeitY mandates the systematic application of differential privacy techniques to prevent models from revealing specific individual data points. All activities within these secure environments are immutably logged for audit purposes. This mechanism provides a transparent framework for data usage, allowing providers to enforce strict rules on how their data is utilized.
4Unlocking Fragmented Healthcare Data
The government aims to leverage DEPA to integrate currently fragmented health records. By enabling secure access, the initiative seeks to power breakthroughs in AI-driven diagnostics and drug discovery. This strategy targets public health management improvements, allowing researchers to utilize diverse datasets without compromising patient privacy or violating strict national data protection standards.
5Expanding Financial Inclusion Goals
India targets the financial sector to extend formal credit to 400 million underserved individuals and MSMEs. By enabling secure sharing of diverse financial data, the government expects to fuel next-generation fintech innovation. This initiative aligns with long-standing economic development goals, aiming to boost lending capabilities through improved data accessibility and model training.
6Transforming the EdTech Landscape
In the $29 billion EdTech sector, DEPA addresses data interoperability challenges for 250 million students. The framework intends to enable AI-powered personalized learning and create portable skill credentials. These tools are designed to prepare a future-ready workforce, ensuring that educational resources are effectively utilized through secure, standardized data exchange protocols.
7Digital Public Infrastructure Strategy
India leverages its experience with Digital Public Infrastructure, similar to the Unified Payments Interface, to prevent Big Tech dominance. By funding these tools, the government creates a competitive local market. This approach serves as a diplomatic tool, with India offering these technological frameworks to friendly nations to promote inclusive global AI ecosystems.
8Global Science Diplomacy Ambitions
Beyond domestic utility, DEPA represents India’s contribution to global science diplomacy. The framework aligns with efforts by the World Bank and the United Nations to shape responsible AI development. By promoting inclusive growth and data sovereignty, India positions itself as a leader in establishing ethical standards for the international AI community.
