1Landmark Judicial Corruption Ruling

The Superior Court of Justice (STJ) sentenced Judge Sandra Rusciolelli to 14 years and 20 days in prison. She was found guilty of passive corruption and money laundering. The court also revoked her compulsory retirement, marking a significant step in the long-running Operação Faroeste investigation into judicial misconduct within the Bahia state judiciary.

2Family Involvement in Bribery

Vasco Rusciolelli, the judge's son and a lawyer, received a 13-year and 11-month prison sentence. He was convicted for his role in passive corruption, money laundering, and criminal association. The investigation revealed that the family operated a scheme to facilitate illicit payments in exchange for favorable court rulings regarding land disputes.

3Evidence of Cash Payments

The prosecution centered on a 250,000 Brazilian Real cash delivery made directly to the judge's apartment. This transaction was monitored by the Federal Police under the authorization of Minister Og Fernandes. The funds were intended to secure a favorable vote for businessman Nelson Vigolo in complex land disputes located in Western Bahia.

4Pandemic Era Criminal Activity

Minister Og Fernandes highlighted the audacity of the criminal operation, noting it continued unabated during the Covid-19 pandemic. While the public faced strict isolation measures, the defendants allegedly persisted in their illicit activities. This persistence was a key factor cited by the court when ordering the initial arrests of the judge and her son.

5Additional Convictions and Leniency

Businessman Nelson Vigolo and his lawyer, Vanderlei Chilante, received prison sentences of four years and one month and four years and 11 months, respectively. Conversely, the former public servant and primary whistleblower of the Faroeste operation, Júlio César Ferreira, was granted a judicial pardon for his cooperation throughout the extensive legal proceedings.

6Broader Scope of Faroeste

This ruling follows another major decision on August 21, where the STJ convicted five other defendants from a separate nucleus of the same scandal. Former TJ-BA president Maria do Socorro Santiago was sentenced to 14 years and 11 months, while Judge Sérgio Humberto Sampaio received a 15-year and eight-month prison term for similar crimes.

7Architect of the Scheme

Adailton Maturino received the harshest penalty among the group, totaling 21 years and seven months in prison. Prosecutors identified him as the primary architect who coopted magistrates and structured the land fraud scheme. His wife, Geciane Maturino, and lawyer Ricardo Três were also convicted by the STJ for their roles in the conspiracy.

8Impact on Judicial Integrity

The Operação Faroeste has investigated the sale of sentences in the Bahia judiciary for seven years. By stripping high-ranking officials of their positions and imposing lengthy prison terms, the STJ aims to restore public trust. These convictions represent a systematic effort to dismantle long-standing corruption networks that have compromised the regional legal system.
