1Agricultural Support as Subsidy

Minister José Manuel Fernandes argued in parliament that financial support for farmers functions as a direct subsidy for every Portuguese citizen. By alleviating production costs, the government aims to ensure that food remains affordable for the public. This perspective was presented during the ongoing parliamentary debate regarding the 2027 State Budget.

2Record Financial Disbursements

Payments to farmers reached a record 1.579 billion euros by October. Specifically, the Ministry of Agriculture distributed 511.5 million euros in October alone to over 180,000 beneficiaries. These funds include 243.8 million euros for basic income support, 50.3 million for small farmers, and 37.7 million euros for the POSEI program.

3Strategic Allocation of Funds

Under the Common Agricultural Policy Strategic Plan, 51 million euros were allocated for soil conservation and traditional landscapes. Additionally, 19.3 million euros supported the fisheries sector via the Mar 2020 program. The government also provided 4.5 million euros from the Recovery and Resilience Plan for research, innovation, and various maritime projects.

4Addressing Sectoral Challenges

The ministry directed 7.9 million euros to assist farmers following the Kristin storm, while 1.5 million euros provided extraordinary diesel aid. Furthermore, 10.7 million euros were allocated for animal management and fuel load reduction. These measures aim to sustain production despite the high costs and environmental pressures currently impacting the agricultural sector.

5Budgetary Growth Projections

The 2027 budget for the Ministry of Agriculture and Sea is projected to be the largest ever. Excluding the Recovery and Resilience Plan, the budget is set to rise by 10% compared to 2026. The minister noted that 825 million euros transferred from the European Union budget are not reflected in these figures.

6Comparison Methodology Dispute

Minister Fernandes criticized comparisons between budgets that include or exclude the Recovery and Resilience Plan, calling them misleading. He emphasized that one must compare comparable data to assess true growth. The minister stated that the government is operating at cruise speed, aiming for a historical execution rate exceeding the originally programmed values.

7Execution Performance Analysis

The ministry expects to execute over 1.82 billion euros this year, surpassing the initial program of 1.687 billion euros. Fernandes contrasted this with the 2023 performance under his predecessor, Maria do Céu Antunes, who executed 1.392 billion euros out of a 1.488 billion euro budget, highlighting a shift in management efficiency.

8Future Legislative Timeline

The final global vote on the 2027 State Budget is scheduled for November 24. This follows the ongoing debate process in the specialty phase. The government maintains that these investments are essential to navigate impacts from Middle East conflicts and recent severe weather events while securing the nation's food supply chain.
