1Myanmar School Airstrike Tragedy

An airstrike hit a school in Loikaw Township, Kayah state, killing three children and injuring five others. The facility served as a shelter for displaced families during the ongoing civil war. UNICEF condemned the attack, emphasizing that children are increasingly suffering the consequences of the conflict that began after the 2021 coup.

2Escalating Violence in Rakhine

Beyond the Loikaw incident, additional airstrikes were reported in Rakhine state over the weekend. One strike targeted a temporary healthcare facility, resulting in the deaths of a newborn baby and several healthcare workers. These events highlight the severe risks faced by civilians in areas where medical and educational infrastructure should remain protected.

3Mozambique Displacement Crisis Deepens

Since late September, over 7,000 people have fled Cabo Delgado province due to renewed violence from non-state armed groups. Nearly 80 percent of these displaced individuals are women and children. Many are seeking refuge in communities already strained by years of conflict, creating an urgent need for food, shelter, and medical support.

4Vulnerable Populations in Cabo Delgado

Recent displacement data indicates that between late September and late October, 7,029 people were forced to flee. This group includes 87 pregnant women, 58 older people, and 18 individuals with disabilities. Many men have remained behind to maintain their livelihoods, despite the significant security risks posed by the ongoing armed group activities.

5Humanitarian Aid Funding Strains

The IOM is currently providing emergency shelter, water, and psychosocial support to displaced families. However, the agency warns that falling funding levels are severely stretching their response capacity. With 88 percent of displaced people identifying food as their most urgent need, the gap between required resources and available aid continues to widen.

6Internet Affordability Reaches Target

Mobile internet has become affordable in landlocked developing countries and small island states for the first time. The median price for basic mobile data plans has dropped below the international target of 2 percent of average income. This milestone marks a significant shift in digital access for some of the world's most isolated populations.

7Global Connectivity Disparities Persist

While 6.3 billion people are now online, 2 billion remain unconnected. Prices in the least developed countries remain high at 6.1 percent of average income. Furthermore, 5G network reach is drastically unequal, covering 86 percent of people in high-income nations compared to only 4 percent in low-income countries, limiting meaningful digital participation.

8Meaningful Connectivity for Future Growth

ITU Secretary-General Doreen Bogdan-Martin highlighted that being offline equates to being excluded from education and employment opportunities. While affordability targets are being met in some regions, the quality of connection remains a major barrier. Expanding meaningful connectivity is now essential to ensure that global populations can participate in the modern digital economy.
