Indian Enforcement Directorate Raids CoinDCX Over Offshore Crypto Trading Allegations
Authorities investigate claims that local exchanges bypassed forex regulations by routing trades through foreign platforms.
1Enforcement Directorate Raids Exchanges
India’s Enforcement Directorate conducted searches at three Bengaluru premises linked to CoinDCX and Delta Exchange India on November 4 and 5. The agency is investigating allegations that these platforms facilitated unauthorized cross-border financial transactions. These actions were initiated under the Foreign Exchange Management Act, which regulates how money flows across borders.
2Alleged Regulatory Evasion Mechanism
The investigation alleges that rupee deposits from users were converted into USDT stablecoins and transferred to offshore platforms like Binance, Kucoin, and Bybit. Officials claim CoinDCX utilized a Costa Rica-based paper entity to execute these trades. This process allegedly allowed the exchange to sidestep strict Indian foreign exchange and regulatory rules.
3Derivatives and Tokenized Stock Flows
Beyond spot trading, the ED claims CoinDCX settled futures and options positions on foreign platforms. The agency further alleges that tokenized-stock trading was routed through the decentralized platform Hyperliquid. According to the probe, these operations involved thousands of crores of rupees and significant fee payments made in stablecoins to foreign entities.
4Delta Exchange India's Official Response
Delta Exchange India has publicly denied any involvement in illegal cross-border transfers. The firm stated it is cooperating fully with officials and providing all requested information. They emphasized that business operations remain unaffected, with deposits, withdrawals, and trading continuing normally. The company maintains that all user funds are secure in Indian banks.
5CoinDCX Remains Silent Amid Probe
Unlike its counterpart, CoinDCX has not issued a formal statement regarding the ongoing investigation at press time. The exchange is currently facing a difficult period, having recently admitted to a 16 million dollar loss following suspicious wallet activity. These combined challenges place significant pressure on the company's leadership and its operational reputation.
6Broader Crackdown on Crypto Platforms
These raids represent a wider push by the Enforcement Directorate against various cryptocurrency entities operating within India. Recently, the agency opened investigations into other platforms like Mudrex, Saber.money, and the DeFi protocol Instadapp regarding alleged transfers exceeding 525 million dollars. Earlier in June, six other firms were also subjected to similar searches.
7Potential Regulatory and Legal Consequences
The investigations are currently ongoing, with the agency evaluating whether to freeze assets or summon company executives for further questioning. There is also potential for the Securities and Exchange Board of India to initiate separate proceedings. These developments could lead to stricter oversight of derivatives and tokenized-stock products offered by domestic exchanges.
8Implications for Indian Crypto Market
The scrutiny highlights the tension between the growing demand for digital assets and India's rigid financial regulatory framework. As authorities continue to monitor cross-border flows, exchanges face increased pressure to ensure full compliance with local laws. The outcome of these cases will likely set a critical precedent for how crypto platforms operate.
