Kong Joins ServiceNow Control Tower Alliance for Enterprise AI Governance
Founding members unite to secure and govern AI agents through centralized control plane.
1ServiceNow Launches Control Tower Alliance
On October 28, 2026, ServiceNow introduced the Control Tower Alliance to standardize enterprise AI governance. Founding members include Kong, NVIDIA, OpenAI, and Anthropic. The initiative centers on the Super Intelligence Control Tower, a platform designed to discover, secure, and measure AI agents, models, and infrastructure within complex enterprise environments.
2Kong's Role in AI Connectivity
Kong joins as a founding member to provide real-time enforcement of security policies across APIs and AI models. By integrating the Kong Konnect platform, the company translates governance policies into control points. This allows enterprises to manage agent-to-agent traffic and LLM interactions without needing to rebuild their existing governance frameworks.
3Three Tracks for Partner Collaboration
The alliance operates through three distinct tracks: build-together, deliver-with-governance, and sell-and-lead-together. Partners collaborate on solutions running directly on the Control Tower, undergo rigorous qualification and certification processes, or create joint offerings. This structure ensures that integrated solutions meet shared standards for agent identity and safety guardrails before deployment.
4Centralized AI Lifecycle Management
The Super Intelligence Control Tower functions as a centralized plane for discovery, security, and observability. It automatically inventories AI assets and links them to configuration management databases. Security features include identity tracking, prompt injection blocking, and a kill switch mechanism to immediately halt agents acting outside their defined business context.
5Regulatory Compliance and Transparency
The platform provides out-of-the-box content packs to support compliance with the EU AI Act, the NIST AI Risk Management Framework, and the California AI Transparency Act. Additionally, the AI Passport system issues signed documents to agents, defining their allowed actions and scope, which the ServiceNow platform enforces at runtime.
6Diverse Industry Partner Contributions
Founding members contribute specialized capabilities to the ecosystem. Cisco integrates AI Defense for remediation, while HiddenLayer provides purpose-built AI security. NVIDIA utilizes OpenShell to enforce runtime boundaries, and Okta contributes kill switch capabilities. These combined efforts aim to provide customers with the visibility and confidence required to scale enterprise AI.
7Economic and Operational Measurement
Beyond security, the alliance addresses value measurement and financial control. Metronome, a Stripe product, enables usage-based pricing models, while WitnessAI provides behavioral intent analytics. These tools allow enterprises to track adoption rates, realized ROI, and spending, ensuring that AI initiatives remain aligned with business objectives and cost management strategies.
8Strategic Shift in AI Governance
The alliance marks a shift toward collaborative, open-platform governance for AI agents. By moving away from standalone tools, ServiceNow and its partners aim to embed security directly into enterprise workflows. This ecosystem approach addresses the complexity of managing multiplied AI agents, providing a unified path for safe, scalable AI transformation.
