1Strategic Federation Approval

The PDT National Executive officially approved joining a federation with Solidariedade, PRD, and Avante during a hybrid meeting held on September 6. This strategic move aims to consolidate political strength and ensure the participating parties meet the legal requirements necessary for continued institutional operation and access to essential state resources.

2Overcoming Performance Thresholds

The primary motivation for this alliance is to bypass the performance threshold, known as the barrier clause. Parties failing to meet specific national vote percentages or deputy counts lose access to the Party Fund and free radio and television advertising time, which are critical for maintaining visibility and operational capacity.

3Legal Framework of Federations

Established by a 2021 law, federations allow multiple parties to act as a single entity in the legislature while retaining their individual names and organizational structures. This arrangement mandates that all member parties must act in unison across the country for a minimum period of four years to remain legally valid.

4Expansion and Future Negotiations

PDT leadership, led by Carlos Lupi, is actively pursuing the inclusion of the PSB into this existing alliance. Negotiations are ongoing, as the PDT believes the PSB shares similar ideological values and that their combined presence would significantly strengthen the defense of democratic principles and labor rights within the National Congress.

5Formalizing the New Structure

Following the internal approval, the involved parties will submit a formal request to the Superior Electoral Court (TSE) to expand the current federation. This process requires updating the association's name and statutes to reflect the new membership, ensuring all legal documentation aligns with the requirements set by Brazilian electoral legislation.

6Existing Electoral Landscape

Currently, the TSE recognizes five active federations, including PT-PCdoB-PV and PSDB-Cidadania. The PDT and Avante are joining the existing PRD-Solidariedade group rather than forming a new one from scratch. This consolidation reflects a broader trend of smaller parties grouping together to navigate increasingly difficult electoral performance requirements in national politics.

7Performance Criteria Explained

To satisfy the barrier clause, parties must secure at least 2.5 percent of valid national votes for the Chamber of Deputies, with a minimum of 1.5 percent in nine states. Alternatively, they must elect at least 13 federal deputies distributed across nine states to maintain their full rights and public funding.

8Precedent for Regulatory Adjustments

The importance of these thresholds was highlighted by the PSOL-Rede federation, which initially failed to meet state-level requirements. A TSE decision allowing for percentage rounding saved their access to funding. This precedent underscores the high stakes involved in these legal maneuvers, as parties fight to maintain their institutional relevance and resources.
