New legislation targets household energy costs, renewable infrastructure, and stricter consumer protection standards.

1Legislative Overhaul of Energy

The UK Government introduced the Energy Independence Bill on November 4, 2024, to reform the national energy system. The legislation aims to shield households from volatile global prices while accelerating renewable power development. It addresses long-term infrastructure viability and establishes new mechanisms to drive green investment across the entire country.

2Consumer Protection and Billing

The Bill proposes removing household gas standing charges, which are daily fees applied regardless of usage. Approximately 23 million households are expected to benefit, with 60% of gas account holders saving an average of £45 annually. Additionally, the government is transferring 75% of domestic Renewables Obligation costs from bills to public spending.

3Expanded Regulatory Oversight

Ofgem will receive significantly expanded enforcement powers to penalize energy companies breaching consumer protection rules. The regulator will now oversee energy brokers and price comparison services to combat mis-selling and hidden commissions. The government estimates these specific measures could save businesses more than £100 million annually through increased market transparency.

4Efficiency Standards for Renters

Local authorities gain authority to impose civil penalties of up to £30,000 on landlords failing to meet minimum energy efficiency standards. These measures support the target of an EPC rating of C for rented homes by October 2030. Households in upgraded properties could save an average of £210 per year on energy bills.

5Community Stake in Renewables

Developers of new renewable projects may be required to offer local communities an ownership stake of up to 20%. Operators of onshore wind and solar projects exceeding 5 megawatts must enter legally binding community benefit agreements. These agreements ensure minimum financial contributions and transparency, allowing residents to decide how local funding is spent.

6Infrastructure and Grid Modernization

The Bill establishes the publicly owned Great British Grid to coordinate electricity infrastructure and speed up construction. It also introduces flexibility to reform electricity market rules and network charging arrangements. Furthermore, the legislation ends new oil and gas exploration licenses while allowing production to continue in existing areas to support energy security.

7Worker Rights and Support

The legislation extends employment protections to offshore renewable and low-carbon workers operating beyond UK territorial waters. These rights include minimum wage guarantees, protection against unfair dismissal, and specific working-time regulations. The government has also committed £2 billion to an Energy Wealth Fund to support workers and investment during the industry transition.

8Investment Uncertainty and Review

Energy Minister Michael Shanks announced a pause before the ninth Contracts for Difference allocation round to assess consumer value. This decision has sparked concern among investors, as the CfD model is a primary driver for clean power investment. Industry leaders warn that lack of clarity could put billions of pounds of capital at risk.
