Italy Targets 27 Billion Euro Investment in Data Center Infrastructure
Government committee coordinates strategic placement of massive tech projects to prevent regional saturation.
1Strategic Data Center Expansion
Italy is managing a massive influx of foreign investment focused on data centers, totaling 26.9 billion euros. The Committee for the Attraction of Foreign Investments, chaired by Minister Adolfo Urso, is actively coordinating with regional authorities to prevent infrastructure saturation in high-demand areas while fostering sustainable growth across the entire country.
2Major Industry Players Involved
Global technology giants including Amazon Web Services, Microsoft, OpenAI, Equinix, Vantage, and EdgeConneX are leading these strategic initiatives. These projects are part of a broader portfolio of ten national strategic programs valued at 35 billion euros, highlighting the critical role these corporations play in Italy's evolving digital and industrial landscape.
3Energy Grid Connection Demands
The scale of these developments is reflected in energy grid connection requests, which reached 100 gigawatts by August 31. Nearly half of these requests are concentrated in the Lombardy region, prompting the government to implement a strategic plan that involves the domestic supply chain for electrical networks, cooling systems, and power generators.
4Investment Portfolio Composition
The Committee currently oversees 88 projects worth 104.7 billion euros from 22 countries. Excluding data centers and other large programs, the core investment portfolio stands at 63 billion euros across 57 projects. The United Kingdom and the United States lead in total value, with the latter holding the highest number of projects.
5Geographic Distribution of Capital
The Mezzogiorno region accounts for 43.4 billion euros, representing 41 percent of the total portfolio. Lombardy leads with 23.3 billion euros, followed closely by Sicily at 16.3 billion and Puglia at 15.5 billion. In the core investment sector, the southern regions capture over 51 percent of the total project value.
6Economic Impact of Foreign Firms
Foreign-controlled enterprises in Italy represent only 0.4 percent of total businesses but generate 21 percent of national turnover. These firms account for nearly 36 percent of exports and employ 1.83 million workers. The value added per employee in these foreign-controlled entities is 102,600 euros, significantly higher than the 63,800 euros for domestic firms.
7Proposed Regulatory Incentives
The government has proposed several measures to facilitate these investments, including a three-year stability clause for validated project incentives. Other proposals involve creating an accelerated authorization lane for projects valued between 100 million and one billion euros, alongside a streamlined process for obtaining work visas and permits for international personnel.
8Future Monitoring and Coordination
To maintain oversight, the government plans to establish an annual summit for foreign investors and a national observatory on greenfield investments in collaboration with Istat. These mechanisms aim to ensure that the rapid acceleration of foreign direct investment, which reached 13.6 billion euros in the first half of 2026, remains sustainable.
