1Regulatory Milestone for USDC

Circle's USDC has officially become the first stablecoin in the European Union to receive significant e-money token status under the Markets in Crypto-Assets Regulation. This classification follows a rigorous assessment by the European Banking Authority. Among forty-five notified tokens, USDC stands as the only one currently holding this specific significant designation.

2Transition of Supervisory Authority

Starting November 12, 2026, the European Banking Authority will assume direct supervision of critical areas for USDC. This includes capital requirements, asset reserves, liquidity management, and recovery plans. Previously, these responsibilities were handled by France's banking regulator, the ACPR, which will now focus on governance, management suitability, and outsourcing oversight.

3Collaborative Regulatory Framework

The EBA and the French ACPR will coordinate their efforts to manage the transition of supervisory duties. Beyond internal EU cooperation, the EBA has established a memorandum of understanding with the New York State Department of Financial Services. This agreement aims to enhance information sharing regarding cross-border stablecoin activities and regulatory compliance.

4Institutional Custody and Partnerships

BNY Mellon has expanded its partnership with Circle by integrating USDC into its Digital Asset Custody platform for institutional clients. The bank, which already serves as the primary custodian for USDC reserves, now enables clients to mint, hold, and transfer tokens by converting them directly into US dollars within their secure accounts.

5Strategic Binance Investment Deal

Binance has solidified its commitment to USDC through a new five-year agreement and a substantial 100 million dollar investment in Circle. This deal ensures that USDC remains available to Binance's 240 million global users. Furthermore, Binance has agreed to hold USDC within its corporate treasury to support liquidity and platform-wide adoption.

6Mobile Integration and Expansion

Samsung is set to integrate USDC transfers into the Samsung Wallet for eligible Galaxy users in the United States. Expected to roll out in the final week of October 2026, this feature will allow users to send stablecoins to compatible wallets and transfer funds to bank accounts across more than sixty different countries.

7Competitive Stablecoin Market Landscape

USDC faces ongoing competition from projects like Open USD, which is backed by a consortium of over 140 companies including Visa, Mastercard, Stripe, Coinbase, and Shopify. Despite this pressure, USDC continues to secure its market position through strategic institutional partnerships and regulatory milestones that distinguish it from other emerging stablecoin projects.

8Future Implications of MiCA

The classification of USDC as a significant token sets a precedent for how stablecoins will operate within the European Union. By aligning with MiCA standards, Circle aims to provide institutional-grade stability. The shift in oversight to the EBA marks a new phase in the maturation of digital asset regulation and cross-border financial integration.
