1Emergency Market Intervention Authorized

The Taiwanese government has officially authorized the activation of its NT$500 billion National Stabilization Fund to support local shares. This decision follows significant market fluctuations driven by international economic uncertainties. The fund’s steering committee is now empowered to intervene directly in the market to prop up prices and restore investor confidence.

2Historic TAIEX Market Decline

The TAIEX index experienced its largest intraday drop in history, plunging 3,737.67 points during yesterday's session. Despite paring losses to close down 1,873.08 points, the index has officially entered bear market territory. It has fallen 20.55 percent from its October 6 high of 49,968.92, reflecting deep concerns over slowing AI data center investments.

3New Short-Selling Restrictions

The Financial Supervisory Commission introduced temporary curbs on short selling to maintain stability effective Monday. Intraday securities lending volume is capped at 3 percent of a stock’s average daily trading volume, down from 30 percent. Additionally, the required deposit for borrowing securities has been raised from 90 percent to 130 percent of value.

4Foreign Investor Sell-Off Trends

Foreign institutional investors have significantly contributed to the downward trend through aggressive selling. They net sold NT$994.316 billion in local shares last month, setting a record high for a single month. This trend continued into the current month, with net selling reaching NT$524.4 billion as of yesterday, further exacerbating the local market's instability.

5Semiconductor Sector Correlation

Taiwan’s stock market is heavily dominated by high-tech firms and remains closely correlated with the Philadelphia Semiconductor Index. The TAIEX’s 12.19 percent decline this week mirrors the 15.7 percent drop seen in the Philadelphia index. This synchronized movement highlights the vulnerability of Taiwan's tech-heavy economy to global semiconductor sector performance shifts.

6Regulatory Monitoring and Response

Premier Cho Jung-tai has directed financial regulators to monitor market developments closely and maintain flexibility in their response. While the government maintains that Taiwan’s economic fundamentals remain sound, the scale of the sell-off has necessitated active intervention. Listed companies are also encouraged to buy back shares to help stabilize the market.

7Tenth Intervention in History

The upcoming activation of the National Stabilization Fund will mark the tenth time the government has intervened in the stock market since the fund's inception. This mechanism is reserved for periods of extreme volatility where market confidence is severely lacking. Officials aim to use these resources to prevent further panic-driven selling among investors.

8Broader Economic Context

The market volatility occurs alongside ongoing diplomatic and security developments in the region. While the government focuses on financial stability, it is also navigating trade negotiations with Japan and regional security discussions. These factors collectively shape the current economic climate, requiring a balanced approach between domestic market support and international strategic positioning.
