Indonesia Stresses Continued Diplomacy With Singapore Amid Regional Tensions
Diplomatic channels remain open despite disputes over transboundary haze and gas export cuts.
1Diplomatic Commitment Amid Friction
Senior Indonesian diplomat Ina Hagniningtyas Krisnamurthi emphasized that bilateral diplomacy must persist despite current tensions. While domestic policies regarding energy and environmental concerns differ, continuous dialogue remains the primary mechanism for resolution. This commitment comes as both nations prepare for the upcoming 49th ASEAN Summit scheduled for mid-November in the Philippines.
2Environmental Crisis Triggers Tensions
The relationship faces strain following severe transboundary haze, described as the worst since 1995. Singapore responded by issuing prevention notices to ten entities linked to forest and peat wood fires. The city-state is now strengthening its legal and regulatory framework to deter future environmental violations by companies operating within the region.
3Energy Export Policy Shifts
Indonesia announced a reduction in natural gas exports to Singapore starting October 24 to prioritize domestic electricity requirements. Historically, Indonesia provided up to a quarter of Singapore's total natural gas supply, delivering 3.22 million tonnes in 2025. Existing import contracts between the two nations are currently scheduled to expire by 2028.
4Joint Task Force Formation
Following a visit to Jakarta by Singapore’s Foreign Affairs Minister Vivian Balakrishnan on October 27, both countries agreed to establish a joint task force. This body is specifically designed to investigate companies linked to the fires causing the haze. This collaborative effort aims to address the root causes of the environmental pollution.
5Intertwined Regional Futures
Minister Balakrishnan highlighted that Singapore’s prosperity is deeply connected to a stable and successful Indonesia. He described Indonesia as a key pillar for ASEAN and the global community, expressing full confidence in the nation's future. This perspective underscores the strategic importance of maintaining peaceful relations despite the current economic and environmental disputes.
6ASEAN Leadership and Strategy
Singapore is set to assume the ASEAN chair position next year, bringing additional focus to regional cooperation. The government plans to work with member states to establish a dedicated haze center to address long-term environmental challenges. This initiative reflects a broader strategy to institutionalize regional responses to recurring transboundary issues within Southeast Asia.
7Navigating Diverse Regional Mindsets
Krisnamurthi noted that the eleven nations within the regional bloc possess different mindsets and reside at various developmental stages. These inherent differences necessitate persistent diplomatic efforts to maintain unity. By acknowledging these disparities, Indonesia aims to navigate complex bilateral issues without compromising the broader stability of the ASEAN regional cooperation framework.
8Context of Upcoming Summit
The timing of these tensions is particularly significant due to the 49th ASEAN Summit occurring from November 16 to 18. With over 10,000 delegates and global leaders, including United States President Donald Trump, expected to attend, the pressure for regional cohesion is high. Maintaining diplomatic decorum remains essential for the summit's success.
