EU Approves 21st Sanctions Package Against Russia
The most comprehensive measures in four years target shadow fleet vessels among others.
1Scope of Sanctions
The European Union has approved the most comprehensive sanctions package against Russia in four years. The 218-item package covers a wide range from financial systems to the energy sector. Measures specifically targeting Russia's military economy stand out.
2Financial Restrictions
With the new package, 32 Russian banks were added to the EU transaction ban list. These banks are expected to be cut off from international financial communication channels including SWIFT. Crypto companies and oil trading platforms were also included in the sanctions.
3Shadow Fleet in Crosshairs
For the first time, the EU has added ships supporting Russia's 'shadow fleet' to its sanctions list. 41 vessels, particularly tankers and support ships used in oil transportation, are included. This move aims to prevent Russia's sanction evasion methods.
4Blow to Energy Sector
The package also includes regulations targeting Russia's liquefied natural gas (LNG) exports. Following Greece's objections, a transition period until 2027 was granted. EU imports of Russian LNG will be completely banned from 2027 onwards.
5Defense Industry Restrictions
More than 50 Russian defense industry organizations were added to the list under the sanctions. The EU will restrict technology and industrial product exports to Russia. Additionally, the price cap on Russian oil was extended at $44.10/barrel for another 12 months.
6Impact of Sanctions
This package aims to deliver a significant blow to the Russian economy. Financial isolation and cuts in energy revenues could hamper Moscow's war efforts. However, the long-term effect will depend on the strictness of implementation.
