1Project scope and budget

The Indian government approved a ₹1,789.52 crore Intelligent Traffic Management System (ITMS) for Delhi. The system will cover 42 major traffic corridors and 1,092 signal locations. Implementation will occur in three phases over two years, followed by five years of operations. This represents one of Delhi's most significant infrastructure upgrades to address its 7.1 million registered vehicles. The system aims to replace fixed-time signals with dynamic, AI-driven traffic control.

2Current traffic challenges

Delhi's traffic signals currently operate on fixed timers, causing inefficiencies when traffic volume varies between directions. Roundabouts experience frequent gridlocks as vehicles enter chaotically from all sides. With vehicle growth outpacing road expansion, the city relies heavily on manual traffic regulation. The existing system cannot adapt to real-time congestion patterns, leading to unnecessary delays even during non-peak hours.

3Adaptive signal technology

The ITMS will use AI to dynamically adjust signal timings based on real-time traffic flow. Heavier traffic directions will receive shorter red lights, while lighter flows get longer durations. During low-traffic periods, some signals may turn off completely. For roundabouts, the system will implement circular sequencing with 5-second intervals when congestion builds. This represents a complete departure from Delhi's current static signal infrastructure.

4Real-time monitoring features

The system will detect congestion and incidents in real time, allowing Delhi Police to initiate immediate diversions. Integrated command centers will coordinate responses across the network. Variable message signboards and digital platforms will alert commuters about traffic conditions, alternative routes, and parking availability. The system aims to reduce response times to traffic incidents by automating detection and notification processes.

5Emergency vehicle priority

ITMS includes dedicated green corridors and priority movement protocols for emergency vehicles. The adaptive system will automatically clear routes for ambulances, fire trucks, and police vehicles. This feature addresses critical response time delays that currently occur during peak traffic. The automated prioritization doesn't require manual intervention, ensuring consistent emergency access across Delhi's road network.

6Implementation approach

Delhi Police will execute the project through a Master System Integrator model. This approach bundles design, installation, and maintenance under a single contractor. The three-phase rollout allows for testing and optimization before full deployment. The five-year operations period ensures system performance meets targets before handover. This structured implementation aims to minimize disruption during the transition period.

7Traffic data utilization

The system will collect and analyze real-time traffic data from across the city. This data will feed into machine learning algorithms that predict congestion patterns and optimize signal timings. Historical data will help plan long-term infrastructure improvements. The integrated data platform represents a significant upgrade from Delhi's current manual traffic monitoring methods.

8Expected urban impact

The ITMS aims to maximize existing road capacity without physical expansion. By reducing unnecessary stops and congestion, it could significantly lower vehicle emissions. Efficient traffic flow may improve public transport reliability and reduce commute times. If successful, the system could become a model for other Indian cities facing similar traffic challenges.
