1National Council Meeting Overview

The 41st National Council meeting held on October 9, 2026, served as a platform for BSNL employees to address critical grievances. Representatives from the Staff Side and recognized unions engaged with management regarding wage revisions, retirement benefits, and outdated allowances. The session highlighted ongoing tensions concerning the implementation of previously signed agreements.

2Wage Revision Implementation Delays

The Staff Side expressed significant frustration over the delay in implementing the non-executive wage revision agreement signed on October 8, 2025. Although the BSNL Board recommended the agreement to the Department of Telecommunications on February 12, 2026, government approval remains pending. Management confirmed that ongoing discussions with the DoT aim to expedite settlement.

3Retirement and Superannuation Benefits

Employees are pushing for an increase in the Superannuation Benefits contribution from the current 25.1% to 30% of basic pay plus dearness allowance. This adjustment aligns with the 2nd Pay Revision Committee recommendations. Management indicated the file is currently with the Management Committee and that increases may be implemented in phased stages.

4Casual Labourer Wage Adjustments

A key demand involves revising the wages of casual labourers to align with the 7th Central Pay Commission pay scales. While the Staff Side emphasized the urgency of resolving these long-pending issues, management stated the matter would be examined. No specific timeline for this wage adjustment was provided during the council meeting.

5Allowance Revisions and Representation

The union requested updates to house rent, overtime, and transport allowances following the 3rd Pay Revision Committee guidelines. Management agreed to include a union representative on the committee tasked with examining these allowance demands. However, the management's current position on revising several of these specific financial allowances remains largely unfavourable for employees.

6Festival Advance and Reimbursements

Management assured that the festival advance facility will resume within one to two months, pending necessary SAP system updates. Regarding mobile handset reimbursements for non-executives, the proposal remains stalled despite initial acceptance by the Management Committee. The BSNL Board has not yet approved the measure, leading to a planned future review.

7Operational and Regional Demands

Staff representatives raised concerns regarding special incentives for employees in the Kashmir Valley and a review of staff strength in remote hilly circles. Additional topics included departmental competitive examinations, promotion cases for sportspersons, and retirement benefits for employees with pending caste certificate verifications. Management committed to examining these diverse operational and administrative matters.

8Future Membership Verification Process

The meeting concluded with management confirming that the 10th membership verification process for unions will be conducted by the end of December 2026. This administrative milestone is critical for maintaining formal labor relations within the organization. The outcome of these negotiations will determine the future trajectory of employee-management relations at BSNL.
