Rockefeller and OpenAI Foundations Launch Fifty Million Dollar Civic AI Fund

New grant initiative funds civic partnerships deploying frontier artificial intelligence in public services.

1Global Civic AI Initiative

The Rockefeller Foundation and OpenAI Foundation introduced Cities Deliver, a $50 million grant program supporting municipal artificial intelligence deployments. The initiative funds civic organizations partnering with city administrations to modernize public services. Projects target up to 100 million urban residents across healthcare, economic mobility, resilience, and civic engagement sectors.

2Dual Funding Structure

The initiative allocates capital across two distinct 24-month grant tracks. Seed grants provide between $500,000 and $1 million to build and test initial municipal prototypes. Scale grants award between $1 million and $2 million to expand previously proven city pilots across new departments or entirely new urban jurisdictions.

3Capital Disbursement Terms

RF Catalytic Capital manages the vehicle, distributing 50 percent of funds upon grant initiation and the remaining 50 percent after documented mid-term milestones. Grants do not promise follow-on financing. Grantees receive engineering mentorship, peer cohorts, technical advisory access, and invitations to regional foundation convenings throughout the cycle.

4Strict Lead Eligibility

Lead applicants must be non-profit organizations, university laboratories, or public benefit corporations with committed municipal government partners. Commercial entities qualify only under narrow charitable conditions without substantial corporate benefits. Municipal governments cannot apply directly as primary recipients, ensuring outside accountability for implementations serving distressed and underserved communities.

5Vendor Agnostic Mandate

Selected projects must incorporate frontier artificial intelligence models for complex operational tasks, but applicants face no requirements to deploy OpenAI architectures. Solutions can integrate open-source or commercial models alongside existing municipal IT systems. However, programs addressing voting, election management, or political campaigning are expressly excluded from eligibility.

6Target Service Verticals

Funded verticals span disease surveillance, food access, skills-based hiring navigation, and emergency grid operations. The programmatic requirements emphasize municipal readiness, long-term system integration, data privacy management, and measurable user feedback loops. Proposals must solve documented city priorities rather than deploying speculative artificial intelligence concepts without clear municipal demand.

7Proven Pilot Foundations

The program builds upon previous pilots conducted in South America and Africa. In Cali, Dengue.AI predicts disease outbreaks three weeks early, while Rio de Janeiro uses WhatsApp bots for real-time flood emergency management. Cape Town operates resident communications platforms, all receiving follow-on expansions through the new broader umbrella.

8Two Stage Selection Timeline

The initial application round closes November 29, 2026, requiring eligibility screening alongside a video submission. Semi-finalists will complete interviews in January 2027, followed by comprehensive second-round proposal submissions due March 1, 2027. Final grantee selections and award notifications will conclude formally by April 2027.
