1Tragic Murder in Vitomirica

Arlinda Zekaj was murdered with an axe in her bedroom on October 25 in the village of Vitomirica. Despite repeatedly reporting threats from her husband and his family to the police, she was left vulnerable. Her brother-in-law, Albert Sylaj, is currently under investigation for the brutal killing of the 49-year-old woman.

2Institutional Failure and Negligence

Zekaj had sought police protection multiple times, yet authorities dismissed her concerns as exaggerations. On the night of her death, police drove her home where her attacker was waiting. Officers arrived at 9:10 p.m. only to find her body, highlighting a catastrophic breakdown in the state's duty to protect vulnerable citizens.

3Widespread Public Outrage

Thousands of citizens have taken to the streets across Kosovo to protest the state's inaction. Activists in Pristina poured red paint on government steps, symbolizing the blood on the hands of officials. Protesters carry photographs of murdered women, demanding immediate resignations from the Interior and Justice Ministers for their ongoing administrative failures.

4Pattern of Systemic Violence

This incident marks the eighth femicide in Kosovo this year alone. Since 2010, 55 women have been killed by partners or family members, often after documented abuse. Critics argue that these are not isolated failures but a systemic collapse of state and societal structures regarding the protection of women's fundamental human rights.

5Legal and Protective Gaps

A protection order previously granted to Zekaj allowed her husband to remain in the same house, provided he kept a two-meter distance. This arrangement failed to ensure her safety, especially regarding threats from her brother-in-law. Despite her warnings about Sylaj, he was only questioned as a witness before the eventual murder.

6Accountability and Suspensions

In response to the public outcry, several senior police officers from the Peja region and a prosecutor involved in the case have been suspended. However, activists demand criminal prosecution for all officials in the chain of responsibility, arguing that simple administrative removal is insufficient to address the deep-rooted negligence within the justice system.

7Demands for Policy Reform

Feminist groups are calling for the creation of a dedicated unit to treat women's safety as a national security priority. They also urge the government to prioritize social housing for domestic violence survivors. These measures aim to provide women with alternatives to returning to abusive environments where they face constant, lethal threats.

8Future of State Responsibility

While Prime Minister Albin Kurti acknowledged institutional failure, the government faces immense pressure to prove it takes women's lives seriously. The ongoing protests reflect a deep distrust in state institutions. The government's response to these specific demands will determine whether it can restore public faith and prevent future preventable tragedies in Kosovo.
