Binance Blocks 16 Crypto Platforms Amid Sanctions
HTX and EXMO among platforms facing restrictions due to regulatory pressure.
1Binance's Sanctions Move
On 14 August, Binance announced it would block transactions with 11 crypto platforms including HTX and EXMO starting 23 August. This followed earlier restrictions on five smaller platforms like Shelbit and Aban Tether Exchange. The exchange cited 'recent regulatory developments' without specifying particular legal requirements driving the decision.
2Coordinated EU-US Action
The 16 affected platforms match 14 crypto entities in the EU's 21st Russia sanctions package adopted in July, plus Shelbit and Aban Tether added separately by the US Treasury on 7 August. Prior to Binance's move, platforms including Bybit and Telegram Wallet had begun rejecting HTX-linked transfers. Testing confirmed transactions involving HTX were being blocked preemptively.
3HTX's Legal Challenge and Volume Decline
Formerly Huobi, HTX claims the UK's May sanctions only apply to a separate legal entity, but UK authorities maintain the exchange is covered through common ownership. CoinGecko data shows HTX's daily spot trading volume plummeted from over $5 billion in late 2025 to $572.8 million as of 14 August, reflecting significant market confidence erosion.
4EXMO's Shutdown Decision
Unlike HTX, EXMO chose to wind down operations entirely rather than contest sanctions. This drastic move underscores mounting regulatory pressures on crypto businesses. Questions remain about EXMO's plans for user asset withdrawals and whether other mid-sized exchanges might follow suit amid tightening compliance requirements.
5Binance's Compliance History
Binance's $4.3 billion November 2023 settlement with the US DOJ, FinCEN and OFAC included accepting an independent monitor. In April 2024, Senator Blumenthal raised concerns about reported Iran-linked transfers through Binance-associated accounts. Separately, Binance withdrew its MiCA license application in Greece in June, leaving its EU regulatory status uncertain.
6Post-23 August Process
The blocking mechanism takes full effect on 23 August. Binance stated transactions attempted with listed platforms thereafter may undergo compliance reviews, with potential wallet restrictions during investigations. This could create liquidity challenges for users attempting to move assets between affected platforms, highlighting operational risks in sanctioned crypto ecosystems.
7New Normal for Crypto
Growing global regulatory scrutiny is reshaping decentralization narratives, with major exchanges like Binance implementing sanctions lists. This shifts counterparty risk assessment upstream, as exchanges now pre-filter platforms before brokers engage. The trend signals institutionalization of crypto markets, with compliance becoming a central competitive differentiator.
8Industry at Crossroads
Sanctions' impact on exchanges carries profound implications for crypto's future. Volume declines like HTX's and shutdowns such as EXMO's demonstrate how compliance costs challenge sustainability. The sector may face further consolidation as regulatory overhead favors deep-pocketed players, potentially reducing diversity in crypto trading venues long-term.
