CCPA Cracks Down on Online Platforms Over Explosive Substance Listings
Regulatory action leads to 3,940 seller delistings across seven major digital marketplaces.
1Regulatory Intervention Initiated
The Central Consumer Protection Authority has launched enforcement actions against seven online platforms for facilitating the sale of hazardous explosives. These include ammonium nitrate, gunpowder, and PETN. This intervention aims to curb the unauthorized distribution of regulated substances that require specific government licenses for legal trade and commercial handling.
2Massive Seller Delisting Campaign
Following the regulatory directive, 3,940 sellers were removed from the identified platforms. IndiaMART recorded the highest volume with 3,092 delistings, followed by ExportersIndia with 421, Justdial with 206, and TradeIndia with 166. The ministry confirmed these figures on October 19, highlighting the scale of non-compliance found within these digital marketplaces.
3Financial Penalties and Appeals
Dial4Trade and ExportersIndia face combined penalties of ₹30 lakh for facilitating illegal sales. Dial4Trade unsuccessfully challenged its fine before the NCDRC, which dismissed the appeal on October 9, 2026. ExportersIndia has filed separate appeals against its two distinct penalty orders, which are currently awaiting further legal review and hearing.
4Legal Framework and Compliance
The CCPA action is grounded in the Consumer Protection Act of 2019 and E-Commerce Rules of 2020. These regulations are enforced alongside the Explosives Act of 1884. Platforms are legally mandated to verify seller licenses issued by the Petroleum and Explosives Safety Organisation and confirm buyer identities before processing any transactions.
5IndiaMART Regulatory Status
IndiaMART currently faces notices regarding the listing of ammonium nitrate, PETN, and other explosives. The Director General of Investigation has completed its report, and the company has submitted its formal response. Furthermore, IndiaMART has approached the Delhi High Court to challenge the show-cause notices issued by the regulatory authority.
6Justdial Hearing Procedures
Justdial is under investigation for the unauthorized listing of ammonium nitrate. Despite the completion of the investigation report, the company has sought adjournments during four scheduled hearings. The authority has set October 23, 2026, as the date for the final hearing to determine the necessary regulatory orders against the platform.
7Ongoing Investigations Continue
The CCPA is actively investigating three additional platforms: Sigma-Aldrich India, TradeIndia, and Ibuychemikals. These inquiries focus on the alleged facilitation of picric acid, PETN, and ammonium nitrate sales. Proceedings remain at various stages as the authority continues to evaluate evidence regarding potential violations of the established explosive substance safety regulations.
8Consumer Safety and Reporting
The government has established the National Consumer Helpline at 1915 to empower citizens to report illegal sales of explosives online. This crackdown underscores a shift toward stricter platform accountability for third-party listings. Future compliance will likely require platforms to implement more rigorous automated verification systems for high-risk chemical product categories.
