1Investment Grade Milestone

Moody’s Ratings has assigned a long-term A2 and short-term P-1 rating to Ripple’s RLUSD stablecoin. This marks the first time a stablecoin has achieved an investment-grade designation from the agency. The assessment reflects the asset's liquidity, reserve quality, and the operational framework established by Ripple for its digital dollar-pegged token.

2Regulatory and Structural Context

The rating follows Ripple’s recent receipt of final approval from the OCC to establish the Ripple National Trust Bank in the United States. This new entity will manage segregated reserves and provide custody services. Standard Custody Trust Company remains the primary issuer, operating under the supervision of the New York Department of Financial Services.

3Reserve Composition and Strategy

RLUSD is backed by a portfolio consisting of short-term US Treasury bonds, government instruments, and cash equivalents. A significant portion of these reserves is held at The Bank of New York Mellon. The issuer maintains a target reserve coverage ratio of 103% relative to the total volume of issued tokens currently in circulation.

4Redemption and Liquidity Mechanisms

Qualified institutional holders can redeem RLUSD for US dollars at par value within a two-business-day window. Moody’s evaluated these redemption conditions alongside operational risks and regulatory oversight. The P-1 short-term rating specifically highlights the high level of creditworthiness and liquidity maintained by the issuer to meet these immediate redemption obligations.

5Legal Risks and Bankruptcy Concerns

Despite the high ratings, Moody’s identified lingering legal risks regarding bankruptcy remoteness. Currently, RLUSD holders do not possess direct ownership rights over the underlying reserve assets. The agency noted that Standard Custody is not fully insulated from potential insolvency proceedings, which remains a critical factor for long-term institutional risk assessment.

6Future Legislative Protections

The agency anticipates that the implementation of the GENIUS Act in 2027 will significantly improve holder protections. This legislation is expected to exclude reserve assets from the issuer's bankruptcy estate. Such a legal shift would mitigate current concerns regarding the segregation of assets and provide a more robust framework for stablecoin holders.

7Operational Oversight Standards

Ripple’s senior vice president, Jack McDonald, emphasized that the rating validates the company's infrastructure, including custodial relationships and operational processes. The evaluation process involved a deep dive into the regulatory oversight provided by NYDFS and the specific mechanisms governing the trust bank’s role in managing the collateral for the digital asset.

8Monitoring Future Performance

Moody’s warned that any deterioration in the quality of collateral, a decline in reserve sufficiency, or failures in liquidity management could trigger a rating revision. The agency will continue to monitor the issuer’s adherence to its 103% coverage target and the evolving legal landscape surrounding digital asset custody and bankruptcy protection.
