TRAI Proposes Mandatory AI Governance Framework for Indian Telecom Sector

Telecom operators must adopt board-approved AI policies and report critical system incidents.

1New Regulatory AI Framework

The Telecom Regulatory Authority of India released a draft framework on October 30, 2026, for the responsible use of AI in telecommunication networks. This proposal mandates that service providers implement board-approved AI policies and establish dedicated governance committees. The initiative aims to increase predictability and accountability within the national telecommunication ecosystem.

2Scope of Accountability

Entities are held accountable for AI outcomes regardless of whether systems are developed internally or outsourced from third-party vendors. The guidelines apply to all AI deployed in network operations and service provision. This ensures that telecom operators maintain full responsibility for the performance and safety of their integrated AI technologies.

3Risk Classification Mechanism

Telecom operators must classify AI systems into high, medium, and low-risk categories. This classification depends on the system's significance to network operations, financial outcomes, and potential consumer implications. By categorizing these tools, the regulator intends to streamline risk management and ensure that human oversight is applied where it is most needed.

4Board-Level Policy Requirements

Every entity must formulate an internal AI policy approved by its board of directors or an equivalent governing body. These policies must cover critical areas including deployment approvals, incident management, and data governance. Furthermore, the framework requires robust consumer grievance redressal mechanisms to address potential harms caused by automated AI systems.

5Mandatory Incident Reporting

The regulator has introduced a four-tier severity classification for AI-related incidents: critical, high, moderate, and low. Telecom companies are required to report all critical and high-severity incidents to the TRAI in a prescribed format. This reporting mechanism is designed to ensure transparency and rapid response to significant operational or consumer-related failures.

6Human Oversight Mandate

All AI systems deployed within the telecommunication sector must be subject to appropriate human oversight for risk mitigation. The framework requires a predefined mechanism to ensure that automated decisions do not bypass human control. This requirement is a core component of the proposed guidelines to maintain safety in network service provision.

7Centralized Incident Databases

Telecom companies are required to maintain central databases tracking all AI incidents and consumer complaints involving AI-related harm. These databases must include established mechanisms for investigation, mitigation, and final resolution of issues. This centralized approach allows for better tracking of systemic risks and ensures that consumer concerns are systematically addressed.

8Strategic Regulatory Intent

The proposal follows the increasing integration of AI into telecommunication networks and services. By aligning with India AI Governance Guidelines, the TRAI seeks to ensure consistent implementation across the sector. The draft is currently open for stakeholder consultations, marking a significant step toward formalizing AI safety standards in India's telecommunications infrastructure.
