France achieves 94.9% fiber coverage by 2026
Latest updates on France's fiber optic network coverage and implementation details revealed.
1France's fiber coverage milestone
France has reached a 94.9% fiber optic network coverage nationwide by 2026, according to data published by telecom regulator Arcep. Detailed information provided by operators was processed using INSEE geographic codes to calculate connectable premises for each municipality. The coverage rate represents the ratio of connectable residential and commercial spaces to total premises in each area.
2Data collection and mapping process
Arcep creates detailed maps by processing fiber network data received from operators. These maps provide information at municipal, neighborhood, and even address levels. Data comes from operators' reference files (IPE files) and is published under CC-BY-SA license. Users can zoom in to check fiber availability at their specific addresses through the interactive maps.
3Mutualization Points (PM)
In less populated areas of France, Mutualization Points (PM) were established for operators to share fiber networks. These access points enable competition by allowing multiple operators to use the infrastructure. Coverage rates in areas behind these points (ZAPM) are calculated separately. In dense urban areas, access is typically provided at building entrances rather than through PMs.
4Address-level details
Arcep's mapping system allows users to check fiber status at their exact addresses by zooming to neighborhood level. Each address is marked with colored dots indicating deployment status. Information bubbles display detailed data including building status and PM status. This address-level information has been available since Q2 2018.
5Open data policy
France transparently shares fiber infrastructure data through its open data portal. Municipal and building-level data is published on data.gouv.fr under Open License. This transparency enables both citizens and professionals to access detailed information about network status. Open data also encourages competition and investment in the telecom sector.
6Challenges in rural areas
Special efforts are made to expand fiber infrastructure in France's sparsely populated regions. Operators can submit commitments to the Ministry for electronic communications regarding network investments in these areas. Some ZAPMs don't appear on maps due to missing operator data. Areas with 0% coverage are marked with dotted lines on the maps.
7Urban implementation
In densely populated areas, fiber access is typically provided at building entrances. Neighborhood units called 'IRIS', defined by INSEE, serve as intermediate reading levels on maps. Network sharing among operators is more complex in urban areas compared to rural regions, resulting in different implementation approaches. Urban areas generally show higher coverage rates.
8Major step in digital transformation
France's achievement of 94.9% fiber coverage strengthens its leadership in digital infrastructure. This success guarantees high-speed internet access for both citizens and businesses. The open data policy ensures sector transparency while mutualization points foster competition. France's model could serve as an example for other countries pursuing comprehensive digital transformation.
