India Reopens Textile PLI Scheme for New Applications Starting November
The government lowers entry barriers to boost domestic manufacturing and attract mid-sized textile investments.
1Portal Reopening Details
The Ministry of Textiles will reopen the Production Linked Incentive (PLI) scheme portal for Round 4 applications starting November 1, 2026. This window remains operational until December 31, 2026. The initiative targets the expansion of man-made fibre apparel, fabrics, and technical textiles to strengthen India's position within the global textile value chain.
2Lowering Entry Barriers
To encourage broader participation, the government has reduced the minimum turnover threshold for Part 2 category applicants. The requirement dropped from Rs 200 crore to Rs 100 crore. This strategic adjustment aims to make the scheme accessible to a wider range of MSMEs and mid-sized manufacturing units looking to scale their operations.
3Extended Operational Tenure
Applicants approved under the fourth round will benefit from an extended scheme tenure lasting until the 2033–34 financial year. This longer horizon provides companies with the necessary stability to establish and scale their manufacturing capacities effectively. It allows for a more comprehensive investment cycle compared to the previous rounds of the program.
4Migration for Existing Participants
Companies currently participating in Rounds 1, 2, or 3 that have not yet claimed or received incentives are eligible to migrate to Round 4. This transition requires the formal withdrawal of their existing applications from previous rounds. This flexibility allows firms to align their projects with the updated terms and extended timelines.
5Previous Round Performance
In April, the government approved 52 new applications under Round 3, projected to attract Rs 6,708 crore in investment. These projects span man-made fibre apparel, fabrics, and technical textiles. The expected turnover from these specific proposals is estimated at Rs 21,186 crore, demonstrating the significant economic potential of the current textile manufacturing incentives.
6Strategic Segment Focus
The approved proposals from the third round included five applications for man-made fibre apparel, 19 for fabrics, 18 for technical textiles, and 10 for multiple segments. By focusing on these high-value areas, the government aims to diversify domestic production capabilities and reduce reliance on imports while simultaneously fostering large-scale job creation nationwide.
7Application Process Guidelines
Eligible entities must submit their applications through the official portal at https://pli.texmin.gov.in within the specified timeframe. Applicants are expected to adhere strictly to the updated scheme guidelines to ensure eligibility. The government emphasizes that timely submission is critical for those seeking to leverage the incentives provided under this new round.
8Long-term Industrial Impact
The PLI scheme serves as a cornerstone of India's industrial strategy to promote high-value production and attract substantial capital. By continuously refining entry criteria and extending timelines, the government seeks to sustain momentum in the textile sector. These efforts are designed to generate consistent employment opportunities and enhance overall domestic manufacturing competitiveness.
