1Strategic Partnership Agreement

The Port of Raahe and Buss Ports have signed a memorandum of understanding to transform the Finnish port into a logistics and installation hub. This collaboration focuses on assessing infrastructure needs and engaging industry stakeholders to support upcoming offshore wind projects located throughout the Gulf of Bothnia and the wider sea region.

2Deep Quay 3 Investment

The partnership leverages the Port of Raahe’s Deep Quay 3, which officially opened in September 2026. This specific infrastructure investment was designed to accommodate the heavy-duty requirements of offshore wind activities. The port currently manages approximately 600 vessel calls annually, providing a solid operational foundation for these new specialized energy sector logistics.

3Regional Project Pipeline

Several major offshore wind developments are currently planned for the Gulf of Bothnia, including projects by OX2, Ilmatar, and Metsähallitus. Specifically, OX2’s Halla, Laine, and Tyrsky projects, alongside Ilmatar’s Bothnia developments and the Ebba project off Pyhäjoki, highlight the region's growing importance as a hub for renewable energy generation in Northern Finland.

4Synergy of Expertise

The agreement combines the Port of Raahe’s local infrastructure with the specialized offshore wind logistics experience of Buss Ports. Managing Director Seppo Vehkaoja noted that this cooperation aims to create an attractive offering for developers. By integrating local assets with external expertise, the parties intend to streamline the complex supply chain for offshore installations.

5Buss Ports Operational Background

Claas Pinkenburg, Managing Director of Buss Port Logistics, stated that the company brings over 15 years of experience in terminal operations and offshore wind logistics to the partnership. This expertise is critical for de-risking large-scale energy projects, ensuring that port facilities are adequately prepared to handle the unique logistical challenges of offshore wind.

6Finland's Renewable Energy Goals

This initiative aligns with Finland’s broader national carbon neutrality targets. While the offshore wind market in Finland remains in its early stages, the long-term potential for growth is considered substantial. The development of specialized port infrastructure is a necessary precursor to scaling these renewable energy projects effectively across the northern coastal regions.

7Logistics as a Catalyst

Ports serve as the primary interface between land-based manufacturing and offshore installation sites. By establishing a dedicated base in Raahe, the partners aim to reduce lead times and operational costs for developers. This logistical efficiency is vital for the economic viability of wind farms situated in the challenging conditions of the Bothnian Sea.

8Future Industry Outlook

The collaboration marks a significant step in professionalizing the Finnish offshore wind supply chain. As developers like OX2 and Metsähallitus move toward construction phases, the availability of specialized port facilities will dictate project timelines. Stakeholders will monitor how this infrastructure integration impacts the overall deployment speed of wind energy capacity in Finland.
