New UAE Federal Traffic Regulations Mandate Stricter Licensing and Health Reporting
Starting January 2027, UAE authorities will implement comprehensive new rules for driving license management.
1Comprehensive Regulatory Overhaul
Starting January 1, 2027, the UAE will enforce Federal Decree-Law No. 14 of 2024. These new regulations establish twelve specific legal scenarios under which driving licenses may be suspended, cancelled, or denied renewal. The primary objective is to enhance road safety through stricter oversight of driver records and medical fitness.
2Mandatory Health Data Sharing
A significant update requires health authorities to coordinate directly with licensing departments. Medical professionals must report individuals diagnosed with conditions that could impair their ability to operate vehicles safely. This mechanism ensures that licensing authorities receive timely data regarding a driver's physical or mental capacity to maintain road safety standards.
3License Suspension Criteria
Licensing authorities gain the power to suspend permits in three distinct cases. These include a formal court ruling, reaching the cumulative limit of traffic black points, or a verified loss of legal capacity or medical fitness. These measures aim to remove high-risk drivers from the road before accidents occur.
4Cancellation and Renewal Refusal
Licenses may be cancelled due to death, voluntary requests, court orders, black point accumulation, or medical unfitness. Furthermore, renewal will be refused if a driver has outstanding traffic fines, has reached the black point limit, lacks medical fitness, or is subject to a court order prohibiting the renewal of their permit.
5Long-Term Expiry Requirements
Drivers who allow their licenses to remain expired for more than ten years must undergo mandatory theory and practical testing. The Federal Traffic Council is authorized to determine the minimum examination standards. This process ensures that long-term inactive drivers are re-evaluated for their current competency before regaining legal driving privileges.
6Standardized Renewal Procedures
Under Article 73, motorists are required to apply for license renewal within 30 days of expiration. Before the process can be completed, all outstanding traffic fines must be settled or proof of court-ordered payment provided. This ensures that financial accountability remains a prerequisite for maintaining valid driving credentials in the UAE.
7Updated Vision Standards
Article 62 sets specific visual acuity requirements for different vehicle categories. Light vehicle drivers require at least 6/18 vision in each eye, while bus and heavy equipment operators must maintain 6/6 vision in both eyes. Authorities may now accept eye examination reports issued outside the country to facilitate the renewal process.
8Strategic Safety Implementation
These regulations represent a shift toward a more integrated, data-driven approach to traffic management. By linking health records, judicial rulings, and traffic violations, the UAE aims to create a more resilient licensing system. Drivers should prepare for these changes by ensuring their medical and traffic records are fully compliant.
