Government Renames NSAP to PM Samajik Sahayata Yojana with Revised Pension Terms
Disability pension increases to ₹375 and age eligibility criteria are removed for beneficiaries.
1Program Restructuring and Renaming
The Union Cabinet approved renaming the National Social Assistance Programme to Pradhan Mantri Samajik Sahayata Yojana. This initiative, originally launched in August 1995, continues to provide central funding for poor households. The program is set to operate for five years, from 2026-27 through 2030-31, with a total financial outlay of ₹53,428 crore.
2Enhanced Disability Pension Rates
Financial assistance for persons with disabilities has been increased under the revised scheme. Beneficiaries aged 0-79 years will now receive ₹375 monthly, up from the previous ₹300. Those aged 80 years and above will see their pension rise from ₹500 to ₹625 per month, reflecting a structured adjustment in support levels.
3Removing Age and Disability Barriers
The government has eliminated the minimum age requirement, allowing eligibility from birth. Furthermore, the benchmark disability requirement has been significantly lowered from 80% to 40%. These changes are designed to expand the reach of the scheme, ensuring that a broader segment of the population can access necessary social security benefits nationwide.
4Alignment with Legislative Standards
These modifications align the program with the Rights of Persons with Disabilities Act, 2016. The Act mandates a 40% benchmark disability threshold and requires that disability-related assistance remains 25% higher than comparable schemes for other categories. This legislative synchronization ensures consistency in how the government manages support for vulnerable population segments.
5Scope of Beneficiary Impact
The approved changes are expected to benefit approximately 3.20 crore individuals across all 36 states and Union Territories. While disability pensions undergo these revisions, other sub-schemes, including those for senior citizens, widows, and family benefits, will continue in their existing form without immediate changes to their current operational structure or funding.
6Implementation and Guidelines
The Ministry of Rural Development is tasked with issuing detailed guidelines regarding the revised eligibility criteria, beneficiary counts, and specific assistance rates. These administrative instructions are expected to be released within three months. This period allows for the necessary transition and integration of the new policy framework across all regional administrative offices.
7Historical Context of NSAP
Since its inception in 1995, the National Social Assistance Programme has functioned as a cornerstone for providing social security to households classified as Below Poverty Line. By maintaining 100% central funding, the program ensures uniform support across the country, a model that remains central to the newly rebranded Pradhan Mantri Samajik Sahayata Yojana.
8Strategic Significance of Reform
The overhaul of the social assistance framework represents a significant shift in how disability support is delivered in India. By lowering entry barriers and increasing financial aid, the government aims to improve the quality of life for millions. This strategic update ensures that social security remains responsive to contemporary legislative and societal needs.
