Carney's New Strategy: The TABLE Alliance for Middle Powers

A call for middle powers to unite against US economic pressures.

1US-Canada Trade War

In August 2026, the US imposed $20 billion in additional tariffs on Canadian goods. Canadian PM Mark Carney called this move an "attack" and retaliated. Canada had exported $157.5B in fossil fuels and $3.3B in electricity to the US in 2025. The trade war is expected to hit several US states hard in the short term.

2Vulnerability of Middle Powers

Canada isn't the first country facing US economic pressure. During Trump's presidency, NATO allies, Brazil, India and South Africa faced similar threats. Middle powers are economically vulnerable due to US corporate dominance in AI, cloud computing and capital markets. 15 of the world's 20 most valuable companies are US-based.

3The TABLE Alliance Vision

At Davos 2026, Carney proposed TABLE (Trade Alliance for Building Leverage Equitably) for middle powers. The alliance aims to create collaborations maximizing resource value, foster partnerships in emerging tech, and retain talent and capital. This would enable middle powers to negotiate with superpowers on more equal terms.

4Tech and Capital Drain

Canadian universities produce world-class talent, and the government funds groundbreaking research. But when companies need hundreds of millions to scale globally, domestic capital falls short. US firms then acquire Canada's most valuable IP and talent. The Canada Pension Plan invests 48% in US assets vs just 12% domestically.

5Vicious Cycle

Even middle powers' pension funds reinforce this imbalance. Most of CPP's $793.3B portfolio is abroad. Lack of local investment leads to acquisitions by foreign giants, followed by complaints about "no domestic companies left." This cycle deepens middle powers' tech dependence on the US.

6Global Economic Imbalance

Economic power is increasingly concentrated in a few US tech giants like NVIDIA, Apple and Alphabet, whose combined value rivals China's GDP. Even non-US giants (TSMC, Samsung) depend on US AI investments or security guarantees. This forces tough choices on middle powers.

7Collective Solution

Carney stresses that middle powers acting alone are weak against superpowers. Having moved from "if you're not at the table" to building a bigger table, TABLE aims to make middle powers economically diversified, resilient to bullying. It seeks interdependent but non-dependent relationships.

8Future Implications

If successful, TABLE could help middle powers play a fairer global economic role. This could be a turning point not just for Canada but all middle powers facing US pressure. By reversing tech/capital drain, it might reshape global economic power dynamics, paving the way for a multipolar economy in the 21st century.
