Sudan Humanitarian Crisis Deepens Amid Severe Funding Shortfalls

Aid agencies warn that empty warehouses and lack of resources threaten millions of displaced civilians.

1Escalating Displacement Crisis

The ongoing war in Sudan, which erupted in April 2023 between rival military factions, has triggered a massive displacement crisis. Currently, 15.4 million people urgently require shelter across the country. Families continue to flee their homes as front lines shift, leaving millions without basic necessities like blankets or secure places to sleep.

2Critical Aid Supply Shortages

Humanitarian agencies are facing severe operational challenges as emergency warehouses sit empty. Mohamed Refaat of the IOM reported that recent truck deliveries to Darfur exhausted their remaining stocks. Despite improved access allowing teams to reach more people, the lack of physical supplies prevents them from providing the necessary life-saving assistance to civilians.

3Vulnerability of Women and Children

Approximately three in four internally displaced persons in Sudan are women and children. Abubakarr Jalloh of the UNHCR emphasized that simple items like solar lamps and kitchen sets provide essential safety and dignity. These tools allow mothers to cook and navigate safely at night, reducing exposure to violence and exploitation in insecure environments.

4Impact of Environmental Factors

El Niño-related weather conditions have caused significantly below-average rainfall throughout the year, devastating harvests in regions like Darfur and Kordofan. Although food prices typically decline after harvest seasons, they remain painfully high. This forces families to choose between purchasing food or acquiring essential shelter materials, further exacerbating their precarious living conditions.

5Infrastructure and Return Challenges

Over 5.2 million people have attempted to return to their areas of origin, yet many find their homes destroyed or looted. Basic services, including healthcare, electricity, and water, are largely unavailable in these locations. This lack of essential infrastructure forces many returnees to flee again, often losing all hope of permanent resettlement.

6Global Migration Consequences

The crisis is extending beyond Sudan's borders, as Sudanese nationals now represent the largest group arriving in Europe via the Eastern Mediterranean route. Officials warn that failing to provide aid at scale within Sudan will inevitably impact neighboring countries and the broader international community, as displacement pressures continue to rise across the region.

7Severe Funding Deficits

The 2026 Humanitarian Needs and Response Plan remains critically underfunded, having received only 47 percent of the required 2.9 billion dollars. Consequently, humanitarian agencies can currently assist only one in ten people in need. Without immediate, flexible funding, millions will remain unprotected from harsh winter weather and ongoing security risks.

8Urgent Call for Support

Aid organizations stress that while they cannot reverse the suffering already endured by Sudanese families, immediate intervention is vital. Providing safe shelter and basic supplies is the current priority to prevent further exploitation. The international community is urged to bridge the funding gap to ensure basic protection for those displaced by war.
