Anvisa Launches Certification Program for Domestic Pharmaceutical Ingredients
Brazil aims to reduce foreign dependency by certifying locally manufactured active pharmaceutical ingredients.
1New Domestic Certification Initiative
The Brazilian National Health Surveillance Agency, Anvisa, has announced a new program to certify active pharmaceutical ingredients, known as IFAs, produced domestically. The agency plans to select up to eight specific dossiers for evaluation. This initiative operates independently of existing medication registration or post-registration petitions, focusing specifically on strengthening the local industrial health complex.
2Strategic Goals for Industry
The primary objective of this regulatory call is to bolster national production capabilities for essential pharmaceutical raw materials. By certifying local manufacturers, Anvisa aims to decrease the country's heavy reliance on foreign suppliers. This strategic move is designed to foster the growth of the Complexo Econômico-Industrial da Saúde within the Brazilian market.
3Eligibility Criteria for Manufacturers
To participate, companies must hold valid dossiers for IFAs manufactured within Brazilian territory. The substances must appear on the official list established in the agency's public notice. Furthermore, the manufacturing process must include at least the final stage of chemical synthesis in Brazil, and the facility must possess a valid Good Manufacturing Practices certificate.
4Selection and Evaluation Process
Anvisa will prioritize applicants based on their contribution to national development and participation in public research, development, and innovation programs. The agency will also evaluate the extent of domestic production stages performed locally. Interested companies are required to submit an electronic form within a 60-day window following the official publication of the edict.
5Timeline for Regulatory Review
Following the 60-day submission period, the agency will take an additional 60 days to announce the final selection results. Once the dossiers are chosen, the formal regulatory analysis is scheduled to take place throughout 2027. All evaluations will strictly adhere to established regulatory procedures and quality requirements mandated by the agency.
6Defining Active Pharmaceutical Ingredients
Active pharmaceutical ingredients represent the foundational stage of the pharmaceutical supply chain. These raw materials are the specific substances that provide a medication with its therapeutic characteristics. Essentially, the IFA is the core component that ensures a drug functions as intended, making its quality control vital for public health and safety.
7Regulatory Oversight and Quality
Anvisa maintains the responsibility for the rigorous fiscal oversight of pharmaceutical companies and the sanitary control of all active ingredients. By implementing this certification process, the agency ensures that domestically produced materials meet the same high standards required for imported components, thereby maintaining consistent quality across the entire national pharmaceutical production landscape.
8Long-term Industrial Impact
This initiative marks a significant step toward industrial autonomy in the Brazilian healthcare sector. By incentivizing local synthesis and innovation, the government hopes to create a more resilient supply chain. The success of this program could potentially serve as a model for future efforts to localize critical medical manufacturing and research.
