UK Government Plans Major Devolution Strategy to Drive Regional Growth
Prime Minister Andy Burnham aims to rewire British politics through expanded mayoral powers.
1Ambitious Devolution Strategy Unveiled
Prime Minister Andy Burnham is spearheading a significant shift in British governance through the Rewiring the State plan. The initiative aims to devolve substantial powers to local mayors across England within two years. This political restructuring seeks to grant regional leaders greater control over local economic development and public service delivery.
2Fiscal Autonomy for Mayors
Chancellor John Healey’s budget introduces a roadmap for fiscal decentralization. By 2028, mayors of strategic authorities will receive a portion of income tax receipts. Furthermore, the government plans to transfer 20% of business rates to local leaders next year, eventually reaching 100% of business rates income by the decade's end.
3New Revenue Generation Tools
Beyond business rates, the government is introducing an overnight visitors levy. This mechanism allows local authorities to tax tourists staying in hotels and bed and breakfasts. These new powers are framed as supply-side economics, intended to provide local leaders with the necessary financial tools to stimulate growth in their specific regions.
4Expanding the Mayoral Network
Currently, 14 areas operate under mayoral governance, including Manchester and the West Midlands. The government is finalizing agreements for 10 additional regions, such as Surrey and Lancashire. Essex recently secured a £1.2 billion funding deal over ten years, while Cornwall is negotiating an enhanced set of powers to match its existing status.
5Regional Inequality Concerns Persist
Critics argue that the current devolution model risks leaving many areas behind. Jonathan Carr-West of the Local Government Information Unit warns that regions without mayoral status or special deals may face financial instability. There is significant concern that the exclusion of large parts of the country will exacerbate existing regional economic inequalities.
6Local Government Reorganization Hurdles
Progress is currently impeded by the stalled reorganization of local government. Secretary Angela Rayner suspended plans to convert county and district councils into unitary authorities following legal challenges. Kent, for instance, has initiated judicial reviews to oppose government-mandated splits, creating a significant barrier to finalizing new devolution deals in those areas.
7The Rewiring the State Plan
The upcoming Rewiring the State delivery plan is expected to clarify the government's long-term vision. This document carries the weight of the Prime Minister's political promises. It must address the structural gaps in the current budget statement to provide a coherent path forward for local authorities awaiting their devolution agreements.
8Skepticism Regarding Economic Impact
Consultancy Oxford Economics remains cautious about the immediate impact of these changes. They noted that limited details and long implementation timelines mean regional growth forecasts remain unchanged. Burnham faces the challenge of proving that structural reorganization alone can deliver tangible economic benefits to voters before the next general election cycle begins.
