Google’s India AI Hub Cleared for 2.51GW Capacity

Project doubles initial power capacity amid local disputes

The Next Web2 min

1Increased Power Capacity

Google’s $15 billion AI datacentre project in Andhra Pradesh has received state environmental clearance for 2.51GW of capacity, more than double the initially announced 1GW. This capacity is equivalent to the output of two large nuclear reactors and exceeds 30% of the state’s current yearly power consumption. The project, located in Visakhapatnam, involves partners AdaniConneX and Airtel.

2Rapid Approval Process

The state government granted environmental clearance in just nine days, bypassing public hearings. This expedited process has drawn criticism, leading to three petitions filed by the Human Rights Forum at India’s National Green Tribunal. A separate case is also pending before the Andhra Pradesh High Court, highlighting concerns over transparency and community impact.

3Environmental Concerns

The project spans three sites near Visakhapatnam, with one located just meters from a reserve forest, a drinking water reservoir, and a wildlife sanctuary. Google has stated that the datacentre will use air cooling instead of water cooling to minimize impact on local water resources. However, concerns remain about the ecological footprint of such a large-scale development.

4Land Acquisition Disputes

In Tarluvada, 520 families recently had land reclaimed by the government, which had been allocated to them two decades ago. Villagers reported that Adani Group security guards erected fences in April, blocking access to plots they had farmed for years. Some Dalit farmers, like P Venkat Rao, received compensation but are still awaiting promised relocation and jobs.

5Compensation and Livelihoods

P Venkat Rao, a Dalit farmer, received $40,000 for his one-acre plot but now lacks a livelihood. He expressed frustration, stating, 'I am a farmer, without my land I am nothing.' The state government claims no land was taken by force and that compensation was fair. However, many farmers remain dissatisfied with the process.

6Economic Incentives

The Andhra Pradesh government has offered Google significant tax breaks and access to cheap land, power, and water, estimated to be worth 220 billion rupees ($2.2 billion) over 20 years. These incentives aim to attract large-scale tech investments but have raised questions about the long-term economic benefits for local communities.

7Global Parallels

The disputes surrounding Google’s datacentre project mirror similar protests in the US and other regions, where large-scale tech infrastructure projects often face resistance from local communities. The unresolved petitions at India’s National Green Tribunal highlight ongoing tensions between development goals and community rights.

8Future Implications

Google’s AI hub in Andhra Pradesh represents a significant step in expanding India’s tech infrastructure. However, the project’s rapid approval, land acquisition disputes, and environmental concerns underscore the challenges of balancing economic development with social and ecological responsibilities. The outcome of pending legal cases will likely influence future large-scale projects in the region.
