1State Governments Announce Hikes

The governments of Karnataka and Arunachal Pradesh have officially increased the dearness allowance for their state employees and pensioners. This decision follows a recent move by the Union Cabinet to hike the allowance for central government staff. These adjustments are designed to provide financial relief to public servants during the festive season.

2Karnataka's Revised Pay Structure

Karnataka implemented a 2.5% increase for employees and pensioners under the 2024 Revised Pay Scales. The adjustment raises the allowance from 15.75% to 18%, effective from 1 July 2026. Deputy Chief Minister G Parameshwara emphasized that this measure aims to safeguard the financial well-being of those who serve the state administration.

3Arunachal Pradesh Diwali Bonanza

Arunachal Pradesh Chief Minister Pema Khandu announced a 3% hike in dearness allowance and dearness relief. The rate increases from 60% to 63%, effective from 1 July 2026. This benefit extends to All India Services officers and central government employees on deputation, with payments scheduled alongside the November salary and pension disbursements.

4Arrears and Payment Mechanics

Arunachal Pradesh confirmed that arrears covering the four-month period from July to October will be paid in cash. These funds will be credited directly to the salary accounts of active employees and the pension accounts of retirees. This ensures that the financial benefits reach the intended recipients promptly before the Diwali festivities conclude.

5Purpose of Dearness Allowance

Dearness allowance is a specific percentage of an employee's basic pay intended to mitigate the impact of inflation and rising living costs. The central government typically revises these rates twice annually based on data from the All-India Consumer Price Index. These periodic adjustments are essential for maintaining the purchasing power of public employees.

6Broader National Context

The central government recently increased its dearness allowance by 3% to 63% for central staff. This follows an earlier 2% hike implemented in April, which was effective from 1 January. These national-level adjustments serve as a benchmark for state governments, which frequently align their own compensation policies with these central recommendations.

7Widespread State-Level Adjustments

Several other Indian states have also announced dearness allowance hikes ahead of Diwali. Himachal Pradesh led with a 5% increase, while Tamil Nadu, Rajasthan, Punjab, and Gujarat each implemented 3% raises. Additionally, Chhattisgarh, Madhya Pradesh, and Kerala have provided 2% increases, reflecting a widespread trend of state-level fiscal support for public sector workers.

8Significance for Public Servants

These salary enhancements recognize the dedication of both current employees and retired personnel. By adjusting pay scales to match inflationary pressures, state governments aim to maintain the dignity and financial stability of their workforce. Such measures are critical for ensuring that public service remains a sustainable and respected career path across India.
